If the other 'working' lines are in the same building and/or same street, then ask your friendly telco guy to put his network analyser on your 'analog' line just after the filter. Many telco guy's won't touch anything deemed to be CPE but you might be lucky.

If someone else in your builing or street has ADSL then try using their connection.... the question is whether this is specific to your line, building, street, etc... and whether it's fax and/or data..
