The default RingsBeforeAnswer is 1. So... somehow your RingsBeforeAnswer got "changed" from default.

Please set it to 2 (or 1 ... or something that's not 0).

A setting of 0 tells HylaFAX to not answer the calls received by that modem... and thus you'll get "NO ANSWER" or "NO CARRIER".
