I don't think that there is a configurable way to accomplish this 
without writing some postscript code yourself into the cover page template.

However, I would suggest that if you have a message that is longer than 
can fit on the comments section of the cover sheet that the message does 
not qualify as "comments", but rather is a fax document itself.

Alternatively, you could use a smaller font size for the comments... etc.
