Try using the "sendfax" command-line client that comes with HylaFAX.  
Chances are good that this is a client problem... usually we see this 
when a client delivers a job to be faxed, and for some reason faxq 
launches faxsend, but then when faxsend goes to transmit the pages there 
is nothing to send.
