/etc/inittab

# for fax operation
fax1:23:respawn:/usr/sbin/faxgetty ttyIAX
fax2:23:respawn:/usr/sbin/faxgetty tty2IAX

...  You need a "faxN" line for EACH modem you want to be useable by
HylaFax.  In this case, as you can see, I'm using 2 IAX modems.  In your
case, you'd replace the "tty2IAX" with "ttyS1".

If you add a third modem in the future, you'd have to add a third and
similar line to your inittab.  Don't forget to restart initd after the
changes.
