Well, it may not solve the problem, but I would recommend upgrading to
HylaFAX+ 5.1.8 and seeing if that gets you anywhere... specifically I'd
be looking for a change from that "DELAY 70 ms" to an AT+FRS=7 command.
Of course, if your modem doesn't support AT+FRS (i.e. USR) upgrading
still won't get you there.
It appears to me that the sender cannot hear your CFR signal that is
being sent there after the AT+FTH=3. So something is going on that
causes the sender to not hear you correctly. Line noise, audio
corruption, etc.
That said, COMREC received DCN means that the sender aborted the
protocol. To know for-sure that the problem wasn't the sender
cancelling the fax (or something like that) you'd need to communicate
verbally with the sender to know what happened.
