The modem will be replaced once I have demonstrated a working
solution. Would the hsfmodem cause this type of problem? Regardless, I
have no intention of using this hsfmodem in production...
You may be wasting your time trying to get the HSFmodem to work
properly if you're just going to use another modem anyway.

It seems that your software modem's flow control is having problems
sending the fax across. I would suggest a hardware modem in class 1
or class 1.0.
