This must have been some lingering command there from a previous 
config.ttyS1 file, because it is not in the usr-xon config prototype 
file.  With USR modems you generally should not use AT+FRS or AT+FTS.

That said, the problem is not that....

The modem does not "hear" any fax signalling coming from the other end.

Swap the two modems around to see if the problem follows the modem 
itself or if the problem stays with the line/serial port.  Then if it 
stays with the line/serial port ... then swap the lines around to see if 
the problem stays with the line or with the serial port.  This way you 
should be able to determine if the problem is with the modem, the line, 
or the serial port.
