In recent versions of HylaFAX/HylaFAX+ (not sure if 4.3.1 has it or not) 
you can "include" configuration files.  So you'd have a single file with 
all of your common configuration items (including JobRetry* options), 
and then in each modem configuration file you do this:

Include: etc/common-modem-config-items

Where the /var/spool/hylafax/etc/common-modem-config-items is the file 
that single file with all of the common items.
