We have customers deploying fax systems in Neoware box's (2" x 11" x 8" - see attached photo) running Windows XP Embedded or Linux from flash discs. We also have customers developing systems based on Mini-ITX motherboards (6" x 6"). Both support PCI Express and can scale from 1 to 8 fax ports. My guess is that with an external modem and extra power supply you must be using a similar volume to our 'embedded' customers. >I didn't say that.
