Mine must just have the changes to the default values so anything I want to change I just add.

FYI here is the current contents of my config file.

LogFacility:            daemon
CountryCode: 1
AreaCode: 310
LongDistancePrefix: 1
InternationalPrefix: 011
DialStringRules: etc/dialrules
ServerTracing: 0xFFF
MaxRecvPages: 100

I'll add the following so they point to my modified scripts and I can restore the original scripts back to the bin directory.

NotifyCmd: etc/my.notify
FaxRcvdCmd: etc/my.faxrcvd

One thing I want to make sure of. For parameters marked with a ², does the modem programs read those parameters from config file then from config.ttySxx file and then use the last entries read or do those entries really need to be in both files. I would hope that they read both as it would make setting default values easier than changing every modem config file.

The faxq configuration file is usually /var/spool/hylafax/etc/config.  Each modem has a config file, too, in /var/spool/hylafax/etc/config.<devid>.  hfaxd also has a configuration file in hfaxd.conf (among others).

Not necessarily.  The values given may also be defaults themselves... so it may be safe to just remove the line... or it may not... it just depends.  Consult the 'hylafax-config' man page:
