If you trust the modem's ability to detect V.17 14400 bps carrier then 
it means that the sender decided to abort the fax protocol and give up 
without retransmitting the requested ECM frames and without transmitting 
the subsequent pages.

Hopefully the sender knows what happened.  Maybe they pushed the "stop" 
button.  If not, then hopefully the sender's fax machine called back and 
retransmitted.
