"Performing fax protocol" means that a call is made and that we connect with a fax machine and begin fax protocol. So if we call and don't get answered or if we call and don't hear a carrier, then it's not a "try".


So to answer your example question, I cannot answer it perfectly without knowing if the call was answered by a fax machine or not.

If MaxTries is 3 and MaxDials is 8 and if the line is always busy then it will dial 8 times. If it is answered by a fax machine but has some failure, then it will try 3 times.
