T.38 is a solution for faxing over an IP network.  IAXmodem is for 
faxing over the PSTN.

So T.38 really solves a different problem than what IAXmodem is 
attempting to address itself.

In T.38 the data is never modulated... because IP networks carry data 
well.  On the PSTN you need to modulate data into audio for it to be 
properly carried by that network.
