Your modem does not support the AT+FRS=n and probably also AT+FTS=n 
commands.  Please put these into your modem config file:

Class1PPMWaitCmd:       "<delay:7>"
Class1TCFWaitCmd:       "<delay:7>"
Class1EOPWaitCmd:       "<delay:9>"
Class1SwitchingCmd:     "<delay:7>"

And I would appreciate it if you could send me the output of probemodem 
run against your modem so that I can create a proper Class 1 prototype 
config file for it.
