You can make this one:
Make all of the faxes filemode  600, so no User can see the fax.
Now you use this hylafax client:

http://www.hylafax-client.de 

and you login to hylafax as admin user.
Now you can see all faxes and with the right mouse button you can change the
rights and all other users can see the fax or not.
