You need a colon separating them:

 LogFacility:  local5

hfaxd.conf refers to hfaxd configuration

/var/spool/hylafax/etc/config refers to faxq configuration

/var/spool/hylafax/etc/config.<devid> refers to modem configuration 
(faxsend, faxgetty, pagesend)

If you want verbose tracing of sessions you put:

 SessionTracing:  0xFFF

in your modem config file and restart faxgetty for immediate application.
