So, I'm assuming that port 25 is being blocked by the ISP.

Questions:

1. Is that a right assumption?

2. If it is, what can be done about it?

It's very easy to test if your ISP is blocking port 25.

telnet a.mx.mail.yahoo.com 25

If you see this:

Trying 209.191.118.103...
Connected to a.mx.mail.yahoo.com.
Escape character is '^]'.
220 mta491.mail.mud.yahoo.com ESMTP YSmtp service ready
quit
221 mta491.mail.mud.yahoo.com
Connection closed by foreign host.

Then you're not being blocked. If it just hangs then it's being blocked. If you see something else there that's not Yahoo-ish, then your ISP is probably rerouting port 25 to their own equipment.

If port 25 is being blocked then you need to configure your system's MTA to use the ISP's provided SMTP server as a "smart host" relay.

If port 25 is not being blocked then you may need to use FROMADDR=your@xxxxxxxxxx in your FaxDispatch and FaxNotify. In fact, you may need to do that anyway.
