Well, then, it basically means, then that the receiver is not properly 
getting Phase C from you.  I would suggest trying it at V.29 9600 bps.  
And if that doesn't work then I'd suggest trying a different modem - one 
that supports AT+FRS=n (not Topic, not USR, not Analog Devices).

To send a fax at V.29 9600 bps using sendfax do 'sendfax -B 9600'.
