Would you please check what is the output of this command?

# grep ENC /etc/hylafax/setup.cache

On my system I have this output:

BASE64ENCODE='/usr/bin/mimencode'
ENCODING='base64'
MIMENCODE=
QPENCODE='/usr/bin/mimencode -q'
UUENCODE='/usr/bin/uuencode'

Then, please check if you have these program installed: metamail (that
provide mimencode) and sharutils (that provide uuencode). sharutils
should be installed by default, while metamail is optional.
