This problem has been commonly reported by WHFC users.  It occurs when 
WHFC submits a fax job to HylaFAX server without submitting a proper fax 
image document.  Changes were made to HylaFAX versions after these 
reports came out to prevent HylaFAX from even making the call and to 
inform the user more accurately as to the problem.  I expect that 
changes were also made to WHFC in later versions.  I would recommend 
that you upgrade both HylaFAX and WHFC.
