It means that while sending Phase C data to the modem stopped accepting it ("sent 1027, wrote 980"), and it appears from the ERROR response to AT+FTH=3 that the modem either went on-hook or completely reset itself. The lack of a response to ATH0 also indicates a modem flaw, but I have seen other modems not like ATH0 when the modem is already on-hook.

So it looks like the modem crashed, for some reason. Upgrade the modem's firmware, if available, and then work with the modem manufacturer if it happens more.
