Unfortunately I have no experience of using USR modems in Class 2.0.   
Others on the list will be much more competent than I to take it from   
here. Only suggestion I have is try using Class 1 - I do recall someone   
here saying that the USRs are problematic in Class 2.0

In case it helps here is my config for a similar modem 245630-02

it says:

I can't get where is the problem.
With another modem I can send faxes without any problem.
With this Robotic is a problem.
