Okay. This is 4.3.0-2 and not 4.3.0.2 ... there is a difference. Not that it would make a difference for this matter, though.

This OK after AT+FRH=3 without a CONNECT is just plain whacky behavior from the modem. It is supposed to respond CONNECT before OK. And without OK it can only respond ERROR (per the spec)... although we see other modems report NO CARRIER, also (in cases where a hangup is detected). In any other case it should just sit there happily waiting and waiting and waiting for a V.21 carrier.

Yeah, okay. Now we know what that is. But it doesn't help us much. Something seems not right with the modem. You may want to try a different one.
