IAXmodem responds with "NO DIALTONE" if the call is rejected.  (I could 
have made it do BUSY instead, but you'd be in the same boat - and using 
NO DIALTONE allows a reject to be distinguised from a true busy... and 
it makes sense if you think of it in the "the server won't give me a 
dialtone" way.)

So most likely the Asterisk server is rejecting the call either due to 
authentication problems or because the 7023011 number is not dialable 
according to the dialplan.
