[hylafax-users] JobReqNoCarrier setting does nothing

I read in the archive that setting this to 0 will cause the job not to
be requeued. This doesn't seem to be the case.
I have a few jobs that are returning:

status:No Carrier detected

And the jobs are requeued, I can hear people through the modem speaker
and I manually remove the job.
Is this the right place to set this? If not were should I be looking.
