I'm running 8 all the time, which is more than we need. There is no
noticeable performance issues at all. The system is 3GHz Dual Core with 2GB
of RAM.

I'd be running 22 channels doing outbound fax at night with one taking
inbound. During working hours, when the voice traffic is higher, all fax
traffic would be limited to 6 channels. I've read that jitter can be a
problem with IAXModem but I don't know if that's true or not. Also, I don't
know if anyone has run that many fax channels with IAXModem.
The system configuration is a Dell 2650 Dual Xeon 2.8 GHz. Currently running
2GB of ram but that's going up if I have any reason to think I'll run into a
swapping issue.

I'm currently using an IAXModem + Asterisk + Hylafax setup and it works
flawlessly. We do all of our faxing in and out via the virtual modems on
our PRI.

Same here but in this case the PBX can only have one T1 card. I'm looking at
replacing it with an Asterisk system.

I've not done a HylaFAX system between the telco and the PBX, but I have
put a T1 PBX between the telco and the HylaFAX system:
Telco T1 PRI <---> T1 PRI PBX <---> T1 PRI HylaFAX
