I think you should not use both interfaces.

 Faxgetty does not seem to work with the /dev/capi20 file as it puts
the following lines in /var/log/messages:

Do _not_ use faxgetty with capi4hylafax. Use faxmodem instead.

If you want to use the CAPI interface you have to use c2faxsend instead of faxsend or use a wrapper script that chooses c2faxsend for faxCAPI* and faxsend for other devices.
