Hrmm... well, dial (with a fax) your own voice line with one of those 
modems.  If you hear the CNG "beeps" then the modem is doing what it should.

If the receiver is trying to detect fax calls from voice calls to the 
same number, then it is not doing it correctly ... as I suppose that 
it's not detecting the CNG properly.  In this case you could try a 
different modem model to see if the different model is detected by the 
receiver.

But... this is one reason why, as a receiver, it's a bad idea to use 
"adaptive answer" techniques... because they never completely succeed.
