I had a look at that bug report and code. 
I even downloaded the latest snapshot, however that wouldn't compile on
my machine. 

I did however make the changes to the files mentioned in the above bug
report to hylafax-4.2.3.2 There wasn't any difference to what would
happen on my version. The fax's sent with any delay would not get sent
at the desired time. (unless I made the GMT time and local time the same
on my system).

To me, (not being a C programmer) it seemed that the bug report you
mentioned was more about the output format output of the faxstat
program. 
To me, my problem seems to be that Hylafax is using GMT, and somewhere
along the way, it tries to convert from localtime to GMT, to work out
when to send the fax, and somehow fails.
