First understand that this SendTime only takes effect: 1) if the client program reads hyla.conf (such as sendfax), and 2) the client program does not supply a time-to-send at all (normally sendfax will).

Does it never get to a "Sending job NNNN" or "Running and idle" state? Are you running faxgetty?
