Why have you disabled ECM support?

If removing the Class1*Hack options from your config file doesn't help things for you then please try to upgrade to current CVS HEAD or the latest CVS snapshot (found on ftp.hylafax.org). +FCERROR in latest CVS HEAD is much improved.
