How was the installation done? Something is wrong.

Firstly, it appears that the modem doesn't properly abort. So you need to add:


Class1RecvAbortOK: no

to your modem config. I don't think that it will solve the reception problem. It appears that these modems require the voltage from the telco in order to function.
