It's "normal" in real-world scenarios.  However, I don't think that you 
should be seeing problems in the test environment that you're using.  If 
you could make the sending machine use ECM it would make the logs more 
forthcoming with the actual problems.

No, it shouldn't be normal in that environment, but your PBX is probably 
the culprit.  Can you connect the sending machine directly to the 
receiving machine?  (Just connect the two "line" ports together with a 
cable, and do 'faxanswer' on the receiver at the appropriate time.)

In Class 1 ECM is performed by HylaFAX, not the modem.  So the selection 
to use ECM is done by the sending machine.  Maybe you should send logs 
from both the sender and the receiver when you have HylaFAX both sending 
and receiving.
