It doesn't seem to be hearing a fax machine.  I know that's a vague 
answer, but I can't be more specific than that, unfortunately.  
*Something* is interfering with the modem detecting the sender's fax 
signals.

Does this happen with every kind of fax sender?  Or have you only tried 
one?
