AFAIK, letter is *shorter* than A4, but slightly wider. From the Ghostscript docs (width x height, in mm):


letter  216 x 279
a4      210 x 297

So, the length fits easily. As for the width, fax machines either scale the page down, or simply discard those 6 mm (on the right, usually).
