May be by searching the hylafax mail archives for "isdn capi" ...

ISDN cards work together with hylafax if

a) the card can be used with AT-commands like an analog modem
   --> this failed according to your tests

or

b) the manufacturer delivers CAPI drivers for linux
   --> capi4hylafax is the choice then

The only ISDN devices i know running with hylafax are manufactured by 
AVM or EICON.

This is usually called DID or routing via MSN. The information is passed 
to faxrcvd and can be used for inbound fax routing.
Again: search the hylafax mail archives. (e.g. for "faxrcvd MSN")
