Or is there a way to adjust ModemWaitTimeCmd on a per call basis?

No, but you can adjust on a per-destination basis via DestControls.

In your experience, what is the minimum time we really should have
ModemWaitTimeCmd set to? 60 sec seems a long time for another machine
to answer and give us tone.

It's 60 seconds per T.30, I believe.
