Prior to the "RECV: begin page" entry you should see an AT+FDR command
followed by CONNECT. According to T.32 8.3.4, +FDR should result in
ERROR when the modem has gone on hook. In other words, ERROR here is
quite fatal to fax reception. Notice that either zero (according to
HylaFAX) or only one (according to the modem +FPS: response) line was
received. Assuming the transmitter did not misbehave and this occurs
regularly, I'd say that the modem Class 2.0 firmware is flawed and is
choking on the data - causing it to reset and go on-hook.

USR/3Com's Class 2.0 firmware has long since been severely flawed and
they seem to not care to fix it - AND there's no way to upgrade it
easily if they did. Use Class 1 with USRs.
