I assume you're connected directly to the analog line and not running 
through a PBX.

The remote got our PPM, but told us to resend the page because, 
presumably, the quality was poor.  So we try again, and again, and 
again to no avail, decreasing the bitrate each time.

You ultimately get no response to EOP (PPM) because the remote hangs up 
on you or gets lost in the image data mess at slow bitrates.

The only thing I can think of would be line noise or static, unless 
this happens to all destinations at which point I'd say to inspect your 
config file for LSBMSB vs. MSBLSB settings.
