You set RingsBeforeAnswer to 5, then.  Remember that you have to restart 
faxgetty after changing options.

ModemNoAutoAnswerCmd has nothing to do with your problem.

RingsBeforeAnswer tells HylaFAX when to answer an incoming call... 
provided that faxgetty is running.

HylaFAX controls the modem.  HylaFAX counts the rings.  And on the 
appropriate number it issues ATA.
