This can either be incompatibility or adaptive answer problems.

Your only hope of success is to have it be adaptive answer problems or
perhaps Class incompatibility.

Look in your /var/spool/fax/etc/config.ttySx file and look for
AdaptiveAnswer.  If it's in there then either delete the line or make sure
that the setting is "No".  Also look for any instance of ModemSetupAACmd
and delete them altogether.  If you have a line "ModemAnswerCmd" then
change it to "AT+FCLASS=1A".  If you don't have this line, then put it
there.  If you didn't choose "Class 1" during faxaddmodem then you need to
re-run that first.  You want that line up there to read:

Jun 25 11:36:14.28: [  218]: <-- [4:AT+FCLASS=1A\r]

If you still have problems after that then re-run faxaddmodem and choose
Class 2/2.0 and try again.  If you still have problems then buy a new modem.
