I'd check to make sure that faxgetty has not inadvertantly gotten set to be SUID to someone who can't write to whatever directory that your notification emails say the files are supposed to have been left in. I don't have sources on my laptop, but a quick strings(1) on faxqclean (why *is* that a binary, BTW, guys?) suggests that it shouldn't be touching the recvq, only the docq and doneq.
