I also have looked for such a solution.  The only one I came across was a
commercial product.  I could not find an open source product that did what
I wanted.

The commercial product is available from a company called Visual Software
in the UK.  Their url is www.visual.co.uk. They have at least 2 products
that will do the trick for you.  One converts PCL to pdf (called
pcl2pdf) the other does PCL to PS (can't remember the product name).
Both these can be converted by ghostscript to PS thus are suitable for use
with HylaFax.
