The cvs version of hylafax has a new utility faxadduser to perform this task.

faxadduser <username> [ -u <uid> ] [ -p <password> ] [ -a <adminword> ]

there is also a similar faxdeluser.  You need to be root (or to read/write 
the hosts.hfaxd file) to use them.
