We found the problem - maybe the solution is helpful for other setups: the modem was connected to a Siemens HICOM 300 system. The init-string sets to Connection-Speed to 'highest possible' with AT&N0. When we changed the String to AT&N32, making it a FAX-only-modem, the problem did not occur any more.
