If the text is already formatted with the space for the image then you
can use enscript. So the text should already be

____12345
____67890
____12345
67890

If you need a tool that automatically change text from

1234567890
1234567890

to
____12345
____67890
____12345
67890

then I don't know :-)
You can try reading enscript man page for all of the available options.
