I assume that you're only talking about two phone lines, right?  Most PCs
will handle two modems just fine.

To allow delivery of faxes to different persons depending on the number the
fax-sender used, you need to modify the faxrcvd script to deliver based on
the modem which received the fax.

To allow the same default faxcover template to apply to both departments,
while allowing the sender's name, company, and other information vary, you
will need to patch current HylaFAX-CVS code with the last patch found on:
http://bugs.hylafax.org/bugzilla/show_bug.cgi?id=81
