It looks like you were right when you suggested that it was a locking problem. I changed my dialer (kppp) from /dev/modem to /dev/ttyS2, enabled faxgetty again, and then restarted my computer. I was able to go online while faxgetty was running and there were no further conflicts. I've had faxing problems too, but at least I can go online again now to search for help on it.
