Your modems's firmware cannot establisth fax connection and reports the
above error. You can neither adjust anything (except maybe TX level, if
your modem is capable of doing that) nor fix it at the software
level. That's Class2 :-) But ... I see that your modem is not properly
reset. Try
ModemResetCmds: "ATZ"
in your config (wont't be necessary for the newer CVS version). Have you
also tried to call other fax machines?
