You can neither adjust anything (except maybe TX level, if your modem is capable of doing that) nor fix it at the software level. That's Class2 :-) But ... I see that your modem is not properly reset. Try ModemResetCmds: "ATZ" in your config (wont't be necessary for the newer CVS version). Have you also tried to call other fax machines?
